Council performance
Our Council Plan is our core strategy that sets out our vision of a North Ayrshire that is fair for all. Our priorities were created in partnership with our communities, so it is our contract with our communities.
Track progress towards the plan’s priorities by reading our reports every six months. These are created in a ‘magazine’ style so you can read about our performance across our services:
- Our Council Plan Mid-Year Progress Report 2023 to 2024 document
- Our Council Plan Year-End Progress Report 2023 to 2024 document
- Our Council Plan Mid-Year Progress Report 2024 to 2025 document
- Our Council Plan Year-End Progress Report 2024 to 2025
Our Annual Performance Report forms part of a suite of year end reporting.
Effective performance management’s core purpose is to improve the lives of the people we serve. Our Performance Management Strategy document shows:
- how we support a culture of continuous improvement.
- the work of every employee is crucial to achieve our vision
It outlines how we develop our performance management, so it’s accessible, engaging and ensures our residents can scrutinise services.
We are redeveloping our Performance Dashboard.
Equality means everyone has the right to be treated fairly and have the opportunity to fulfil their potential.
Promoting and supporting equality is embedded throughout Our Council Plan, with our vision being a North Ayrshire that is fair for all.
North Ayrshire Council Equality Outcomes
Public sector organisations set Equality Outcomes once every four years.
This section contains the report on the Equality Outcomes, sub-outcomes and actions specific to our council.
North Ayrshire Health and Social Care Partnership (NAHSCP) equality outcomes
North Ayrshire Health and Social Care Partnership is committed to ensure all communities are:
- treated fairly
- have the opportunity to thrive
- fulfil their potential
For NAHSCP equality outcomes see NAHSCP meeting equalities duties.
Mainstreaming Equalities and Equality Outcomes
Our reports outline the progress we have made on mainstreaming or embedding equality within our council as of 2025. These reports relate to North Ayrshire Council and North Ayrshire Education Authority.
We have included a separate document on Employee Statistics and protected characteristics. A summary of our employee statistics is available in our mainstreaming report.
The Licensing Board is required to publish a separate report on progress made and meeting their own equality outcomes.

Corporate Equality Group
The Corporate Equality Group directs, supports and reviews arrangements for:
- promoting equality
- addressing discrimination
- fostering good relations
It involves representatives from across our council and Health and Social Care Partnership.
Ayrshire Equality Partnership
The Ayrshire Equality Partnership (AEP) is a partnership between East, South and North Ayrshire Councils, NHS Ayrshire & Arran, Police Scotland, Scottish Fire and Rescue Service and the Procurator Fiscal. We work in partnership to pool resources and ensure the best outcomes for the people we serve.
We have an internal online Equality and Children’s Rights Impact Assessment process. Children’s Rights, Human Rights, the Fairer Scotland Duty and Island proofing have all been integrated. New or adapted policies, procedures and strategies are assessed against these tools to ensure our council is meeting the needs of the Equality Duty. The most important element of the ECRIAs is to ensure we have the information available to inform our decisions. This is so we can embrace opportunities for our people in North Ayrshire and minimise potential negative impacts.

The Local Government Benchmarking Framework (LGBF) provides an opportunity to benchmark our performance with other local authorities in Scotland.
It is managed by the Improvement Service in partnership with the Society of Local Authority Chief Executives (SOLACE) and highlighted within the Accounts Commission’s Statutory Performance Information Direction 2021. This defines how local authorities should demonstrate they are achieving Best Value for the people they serve. Several of the indicators are used within our 2023 to 2028 Council Plan.
The latest LGBF Analysis Report document details our performance as at the data released in June 2025. Most relates to 2023 to 2024.
This is an agreement between the Community Planning Partnership and the Scottish Government. It sets out what we hope to achieve as a partnership for the people and communities of North Ayrshire.
