Bonfire Night guidance issued by Council

North Ayrshire Council tenants and residents are being encouraged to enjoy Guy Fawkes Night safely next week.
Community groups who want to have a bonfire on Council land need permission and a permit – at least eight weeks in advance.
In the absence of permission, anyone stockpiling materials for burning bonfires on Council-owned property will be liable to a Fixed Penalty notice of £500 for fly-tipping and a fee for the removal of fly-tipped items.
In recent weeks, the Council’s Environmental Enforcement Officers have been monitoring neighbourhoods for accumulations of materials for burning, and this can lead to enforcement action being taken against those responsible.
Quote: Bonfire Night on November 5 is always popular with communities and families here in North Ayrshire. However, people’s safety is paramount, and bonfires and fireworks can be dangerous. This is why we encourage people to only attend organised, official events. Please enjoy Bonfire Night safely and have fun. But be aware that if you stockpile things like old sofas, wooden pallets and garden waste for a bonfire you could be liable to a Fixed Penalty Notice and a fee for the items being removed.
Quote from: Councillor Tony Gurney, Cabinet Member for Green Environment and Economy
Unofficial bonfires are often unsafe as they are built too close to homes and businesses, and can contain hazardous materials.
Vehicles used in transporting waste - whether private or commercial – can also receive Fixed Penalty Notices for fly-tipping and people should remember that a licence from the Scottish Environment Protection Agency (SEPA) is required to transport waste of any kind.
The Council works in partnership with Police Scotland and the Scottish Fire and Rescue Service annually on Operation Moonbeam, which is a national safety programme that runs every year around the time of Bonfire Night.
The aim of Operation Moonbeam, led by Police Scotland, is to tackle crimes involving fireworks, and it sees public order officers supporting colleagues from local policing divisions, including North Ayrshire, to tackle violence and disorder and protect communities from harm.
