Council update Public Entertainment Resolution
A new updated and expanded Public Entertainment Resolution to help ensure public events across the area continue to be delivered safely and responsibly will come into effect next month.
The revised resolution comes into effect on 1 October 2026 and sets out the types of activities and events that require a Public Entertainment Licence (PEL).
The updated guidance provides greater clarity for event organisers, businesses and community groups and has been expanded to reflect modern forms of entertainment and public events.
Activities now specifically identified include music festivals and concerts, theatrical and dance performances, inflatable attractions, combat sports, motor sports, fireworks and drone displays, car cruises, adventure activities, skating events and large fetes involving public marquees.

The revised resolution also sets out a number of exemptions. For example, a Public Entertainment Licence is generally not required for entertainment taking place on premises already licensed under licensing legislation where the activity is covered by an existing operating plan.
Certain adventure activities covered by separate licensing arrangements are also exempt.
Event organisers are encouraged to familiarise themselves with the new requirements and seek advice from the Council's Licensing Team if they are unsure whether a licence is required for their event.
