Cabinet approves Performance Management Strategy

A framework that outlines how North Ayrshire Council fulfils its duty of offering residents “Best Value” has been approved by Cabinet.

The document, titled Our Performance Management Strategy 2023-28, was presented to Cabinet on Tuesday 2 December.

It details how the council uses information to inform decisions which, in turn, improves the lives of residents and communities in North Ayrshire and has been updated to take into account changes in statutory requirements.

It also demonstrates how the council’s performance management supports a culture of continuous improvement, an area that was highlighted in the Accounts Commission’s latest report in October.

The Accounts Commission is the public spending watchdog for local government. It holds local authorities and various joint boards and committees in Scotland to account and helps them improve.

The Commission’s Best Value audit also found that the council works well with partners, including the other two Ayrshire local authorities, and is “committed to the principles of Best Value”.

It also said the council has a great approach to change and innovation, is committed to engaging with communities and has great awareness of the financial challenges and pressures on services that lie ahead.

The Performance Management Strategy is focused on ensuring all council activity is aligned to Our Council Plan 2023-28.

Developed alongside residents, the Council Plan is the overarching plan of the council and details the four priorities and describes how the council works in partnership to fulfil its aim of ‘A North Ayrshire that is fair for all’.

The Performance Management Strategy sets out a process for all council strategies and scrutiny to be aligned to the plan, explaining in detail how to scrutinise performance in an effective, open and transparent manner so we can continually improve.

The council’s approach to performance management is to use high-quality information to make decisions that improve the lives of people living across North Ayrshire. This means, rather than focusing on charts, the council is focused on the next steps - using this information to benefit residents and communities.

Being a Sustainable council is one of our four council priorities. It is at the heart of local life and integral to a North Ayrshire that is ‘Fair for All’ – that is why we are working continuously to offer best value.
