Planning consultations

Pre-application consultation

Developers must consult with local communities before submitting a 'major' or 'national' development planning application. A proposal of application notice must be submitted to North Ayrshire Council, and relevant community councils. This must happen, at least 12 weeks, before submission of a planning application.

Download a pre application screening notice from the ePlanning website. We will respond within 21 working days of receipt.

Applicants should consult with the relevant bodies during pre-application including any local Community Councils in the area or adjoining area. Applicants must report on the extent of their consultation.

The application then enters the normal notification process for 'local' developments.

Neighbour notification

Most planning applications are subject to statutory neighbour notification procedures to enable comments to be submitted. The exceptions are cases where the application site is located more than 20 metres from the boundary of a land holding. In these circumstances, there is no requirement for neighbour notification.

When neighbour notification is carried out, the council will send a letter to all postal addresses within 20 metres of the boundary of the application site.

You can make comments on a planning application even if you did not receive a neighbour notification letter, for example if you live more than 20 metres away from the site of the proposed development (see Publicity below). The council will consider all comments it receives before determining an application.

Publicity

To comply with statutory regulations, some categories of application are displayed using a Public Notice in the print editions of local newspapers. The council advertises applications in the following local newspapers:

  • The Arran Banner (Isle of Arran)
  • Largs & Millport Weekly News (North Coast & Cumbraes)
  • Ardrossan & Saltcoats Herald (Ardrossan, Saltcoats, Stevenston and Garnock Valley)
  • Irvine Herald (Irvine, Kilwinning, Dreghorn and Springside)

Some of the categories of application which are advertised in this way include:

  • listed building consent
  • Schedule 3 developments (for example hot food takeaways, public houses)
  • applications where there are no premises on neighbouring land to which a notification letter can be sent (excluding householder applications)

Applications for listed building consent and Schedule 3 developments are also publicised with a Site Notice.

Weekly list

All applications processed by the council are displayed on the weekly list of applications. The weekly list provides information on applications received and determined by the council each week. This includes categories of application which are not subject to publicity or neighbour notification, such as advertisement consent.
