Notice under Regulation 7 of the Island Communities Impact Assessments (Publication and Review of Decisions) (Scotland) Regulations 2020
Notice is hereby given that the North Ayrshire Council has received an application for a review of a decision relating to an island community impact assessment under regulation 5 of the Island Communities Impact Assessments (Publication and Review of Decisions) (Scotland) Regulations 2020 (the “Regulations”).
The review relates to the decision of the North Ayrshire Council to introduce a 100% premium Council Tax charge on second homes with effect from 1 April 2025.
The application for review is made on the grounds that the applicant considers that North Ayrshire Council, in making its decision, has failed to assess the extent to which North Ayrshire Council considers that the policy, strategy or service (as the case may be) can be developed or delivered in such a manner as to improve or mitigate, for island communities, the outcomes resulting from it, in accordance with regulation 4 (c) of the Regulations.

Any person may make written representations to North Ayrshire Council by email to legalpostbox@north-ayrshire.gov.uk or by writing to Head of Democratic Services, North Ayrshire Council, Cunninghame House, Friarscroft, Irvine, KA12 8EE.
Any written representations must be made no later than by 23.59 on Tuesday 20 May 2025. Written representations must include the name and contact details of the person making the written representations.
A copy of all written representations received will be sent to the applicant for comment. Written representations will also be published on the North Ayrshire Council website with the name, contact details and signature of the person making the representations redacted in accordance with regulation 9 (2) of the Regulations.
