Priority2WorkingtogethertodevelopstrongercommunitiesOurreputationforworkingwithcommunitiesisincreasinglyacknowledgedatanationallevel.Werecognisethesestrengthsandcontinuetohelppeopleandcommunitiestogetinvolvedinlocaldecisionsandtoreachtheirfullpotential.Wearechangingourrelationshipwithcommunitiesgivingcommunitiesmoreofasayinourservicesandmoreopportunitiestobeenterprisingthatistoshowinitiativeandresourcefulness.Bymakingsurethatcommunitieshaveaccesstotheresourcesandsupporttheyneedwearealsoreducinginequalities.By2020wewantaNorthAyrshirewheremorepeoplearecondentskilledandactivemembersoftheircommunitymoreempoweredconnectedcommunitiescommunitiesthathavemoreofasayinlocaldecisionstohaveneighbourhoodswithagreedlocalprioritiesandgoalstheretobecommunityorganisationsthatarerecognisedfortheireectivenessandcanaccessresourcesandprovideserviceseectivelytohavemoreproductivenetworksandrelationshipswhichhelpcommunitiestobecomestrongerandreduceinequalitiesandtheretobeplaceswhichcommunitiesareproudofandpeoplewanttovisit.

Priority3EnsuringpeoplehavetherightskillsforlearninglifeandworkPubliccondenceinoureducationsystemhasincreasedwithevidenceshowingimprovededucationalachievementsandoptionsforschoolleavers.WehavecontinuedtoestablishthenewNationalCurriculumandnationalqualicationsinourschoolshelpingtomakesurethatallouryoungpeoplehavearmfoundationforprogressingtotherightqualications.WehaveastrongandproactiveapproachtoincreasingyouthemploymentinNorthAyrshirefocusingonrunningarangeofprogrammessothatyoungpeoplecanprogressaerleavingschool.Wedothisinpartnershipwithotheragenciesandservicessuchascollegesuniversitiesbusinessesandthethirdsectororganisationsthatarenotinthepublicsectorortheprivatesectorincludingvoluntaryandcommunityorganisationssuchascharitiesassociationsself-helpgroupsandcommunitygroups.Wewillalsocontinuetoinvestinourschools.Weprovidethebestlearningenvironmentforallourchildrenandyoungpeoplemakingsurethateducationcontinuestobeattheheartofourcommunities.Everylearnerhastheopportunitytogaintheskillsandknowledgetheyneedtosucceed.By2020wewantaNorthAyrshirewhereearlierandmoreeectiveactionsimproveoutcomesandnarrowthegapbetweenlevelsofattainmentalearningenvironmentwhereschoolleavershaveaccesstopositiveopportunitiesthroughthemgainingappropriateskillsandqualicationsourschoolstoprovidehigh-qualitylearningandteachingenvironmentswhichareoverseenbyinspirationalheadteacherstohaveambitiouslearnersstudyinginanenvironmentthatpromoteslifelonglearningtheretobecontinuousimprovementforlearnersandexcellenceinteachingimprovedprofessionalstandardsanddriveforexcellenceinalllearningenvironmentsandaNorthAyrshirethatprovidesimprovedopportunitiesandoutcomesforlooked-aerchildrenandyoungpeople.

Priority4SupportingallourpeopletostaysafehealthyandactiveWeareworkingwithourpartnerstoprovideaco-ordinatedresponsetothehealthsocialandemotionalneedsofallchildrenyoungpeopleandadultsinNorthAyrshire.ThecreationoftheNorthAyrshireHealthSocialCarePartnershipwillprovidearenewedfocusoncombininghealthsocialcarethethirdsectorforexamplecommunitygroupscharitiesandvoluntaryorganisationstheindependentsectorprivate-sectorcompaniesthatarecontractedtoprovideorsupporthealthandsocialcareandcommunityresourcestodevelopopportunitiesforearlyinterventionandpreventiontacklinghealthinequalitiesempoweringneighbourhoodsandimprovingmentalhealth.Arststepforthisnewpartnershipistodevelopastrategicplantosetoutprioritiesandactionsfortherstthreeyearsparticularlyin20152016.Wehavehelpedtoproducearstdraofthisplanandarecurrentlyconsultingstaserviceusersandcarerstomakesurethatourprioritiesaretherightones.ThevisionattheheartoftheplanisthatallpeoplewholiveinNorthAyrshireareabletohaveasafeactiveandhealthylife.ToachievethisthepartnershipwillfocusonthefollowingveprioritiesTacklinginequalitiesEngagingcommunitiesIntegratingservicesPreventionandearlyinterventionImprovingmentalhealthandwellbeingAkeypartnerinourstrategicplanwillbeourhousingservicethroughprovidinghigh-qualityhomesandconsultingtenants.Throughthispartnershipwewillworktodevelopalocalhousingstrategyandastrategichousinginvestmentplantohelpourresidentsstaysafehealthyindependentandactive.
