Fireworks Registration

Who can apply?

If you supply fireworks you will need two licences from North Ayrshire Council's Licensing Office, namely:

A Licence to supply fireworks (called a 'supply' licence). You will require to complete and submit the appropriate application form. You will not need a 'supply' licence if you only supply fireworks during the following time periods:

  • On the first day of Chinese new year and the three days immediately preceding it;
  • On the day of Diwali and the three days immediately preceding it;
  • During the period beginning on 15th October and ending on 10th November; or
  • During the period beginning on 26th December and ending on 31st December.

In addition, you will not need a 'supply' licence if you only supply caps, cracker snaps, novelty matches, party poppers, serpents, sparklers or throw-downs.

You will also need a licence or registration under the Manufacture and Storage of Explosives Regulations 2005 allowing you to store fireworks of any kind at any time of the year. Please ask us for the application form. This Licensing Authority will not be able to issue you with a 'supply' licence unless you are also registered to store fireworks.

You will not need a 'supply' licence if you only supply fireworks to a business which supplies fireworks; or a professional organiser of displays; or to a person whose business is to transport fireworks. In each of these cases however you will need to be registered to store fireworks.

N.B. The legislation permits the Licensing Authority to grant a formal dispensation for the requirements to hold a licence in very limited circumstances principally to accommodate public displays on the occasion of national public celebration or commemoration events and uses linked to promotion of business interests. A separate application is required for a dispensation which must be lodged with the Licensing Authority at least six weeks prior to the planned display.

Completed application forms should also be sent to the contact details at the right of this page. The application form should be accompanied by the non refundable fee.

What happens next?

On receipt of the completed documents, the application will be circulated to all consultees listed on the front of the form and some of the consultees may carry out an inspection of the premises (if applicable). It will also be advertised on the Council's website to allow for members of the public to lodge any objections or representations to the issue of the permission.

The registration will be granted for a period of 1 year only.

What if I don't hear from North Ayrshire Council's Licensing Office within the specified time period?

It is in the public interest that North Ayrshire Council must process your application before it can be granted. If you have not heard from the Licensing Office within a reasonable period, please contact us. You can do this using the contact details to the right of this page.

Please note that the application process may take up to 3/4 weeks.

The fee can be obtained from the Licensing Office, contact details are to be found on the right hand side of this page.

The fee is not returnable if you decide to withdraw the application or if the licence is refused.
