Young person's guide to using a National Entitlement Card

You are the only person allowed to use your National Entitlement Card. It is not transferable. Allowing someone else to use it is fraud. This may lead to the card being cancelled and your entitlements withdrawn.

How to apply

You can apply in person no form filling is required and there is no charge for your photograph.  You will be required to provide photographic evidence, proof of age and proof of address.  You can apply in person at:

If you do not hold any of the photographic evidence listed then you are required to complete an application form, will need to provide an appropriate referee who has evidenced your photograph.  You will also need to produce current documentary evidence of your age along with proof of your current address. These applications can be processed at:

If you cannot apply in person you are required to submit a completed application form with a recent passport-type photograph.  You will also need to produce current documentary evidence of proof of age,  proof of address and photographic evidence.  These applications can be processed at:

Proof of Age - We will accept any of the following:
Birth Certificate; Passport; photo driving licence; Adoption Certificate; Marriage Certificate; Young Scot or other PASS hologrammed card

Proof of Address - We will accept any of the following:
letter from school/university/etc; bank statement; photo driving licence; Council Tax bill; Benefit book; Council rent card; recent utility bill; recent mortgage statement

Photographic Evidence - We will accept any of the following:

Passport ; photo driving licence; Pass hologrammed card

Bring along your existing card to any of the following offices where the adviser can take your photograph and arrange for a replacement card to be issued to your home address:

Change of address and other details

If your personal information has changed please let us know by telephoning 0845 603 0596 between 0830-1730 hrs Monday-Friday

If you request a replacement card and cannot confirm up-to-date information you will be directed to this telephone number, before any replacement card can be issued. This is for security purposes and to ensure that your data can only be updated by you.

It is important to keep your personal information up-to-date to ensure you receive all your entitlements. For example, when you turn 16 years of age and become entitled to travel concessions, bus, rail and possibly ferry. These would automatically be processed and posted to your home address. If you have moved you may not receive vouchers etc.

If you move to North Ayrshire from another Scottish Local Authority you should contact the local authority who issued your card and advise of your change of address.

They will record your North Ayrshire address, which will then allow North Ayrshire Council to accept you as a North Ayrshire resident. North Ayrshire will update any information relating to your change in circumstances and issue a new card with the North Ayrshire logo on it. For data security purposes North Ayrshire Council only see information in relation to their citizens.

Moving from North Ayrshire

If you move from North Ayrshire you should let us know by telephoning 0845 603 0596 between 0830-1730 hrs Monday-Friday.

We will record your change of address and make your information available to your new Local Authority. You can then obtain a card with the logo of your new authority and your information will be updated.
