Code of Conduct for Councillors
The Ethical Standards in Public Life etc (Scotland) Act 2000 introduced a Code of Conduct for local authority councillors and members of other relevant public bodies. The Act imposed on Councils and relevant public bodies a duty to help their members to comply with the relevant code. The Standards Commission for Scotland was established to oversee the new framework and deal with alleged breaches of the codes.
The Code of Conduct for Councillors sets out the minimum standards of conduct that are expected from Councillors and provides advice and guidance on registerable interests and on the declaration of interests. The Code also sets out the sanctions that can be applied by the Standards Commission where a breach of the Code occurs.
The 2000 Act, and the Code of Conduct for Councillors, set out the categories of interests, financial or otherwise, that Councillors of Scottish Local Authorities must register. This register is available for inspection by members of the public.
It is the personal responsibility of each Councillor to comply with the regulations and to review regularly, and at least once a year, their personal circumstances.
In compliance with the Act and relevant Regulations, the 30 Members of North Ayrshire Council have registered interests with the Proper Officer of the Council.
