Decision Making
The Council has a Scheme of Administration (PDF, 68.7Kb) to:

Regulate the constitution and membership of the Council and its committees

Allocate functions to Committees

Set out the scope of delegated authority each committee has to exercise functions of the Council.
The Membership (PDF, 263Kb) of each committee reflects the overall political composition of the Council. All meetings and proceedings of the Council and its committee are governed by Standing Orders (PDF, 68.4Kb)
The main decision making body of the Council is called the Executive. This has 6 councillors on it and is Chaired by the Leader, Councillor David O'Neill.
The Scrutiny Committee ensures that the Executive is held to account. It is chaired by a member of the opposition, currently Councillor John Hunter.
Following an Executive meeting, any councillor, provided they are supported by two other councillors, may within 5 working days request that a decision of the Executive be called in by the Scrutiny Committee.
The Scrutiny Committee will then meet and consider the call in request. If it agrees to scrutinise the decision taken by the Executive the decision cannot be implemented until the scrutiny process is completed. Scrutiny may recommend a different course of action to the Executive. If the Executive does not agree then the matter is referred to the full Council for determination.
Council meetings
Meetings of the Council and its committees normally take place within the Council headquarters at Cunninghame House, Irvine, on the dates and at the times shown on the Committee Timetable produced by Committee Services. The Committee Timetable can be viewed by following either of the undernoted links.
The agendas, reports and minutes from meetings of the Council are available through the public website unless restricted.
