Budget - Revenue Estimates
We produce a document each year that details the Council's Revenue Budget. This document shows the main sources of finance as well as details of how the money is to be spent service by service. The introduction section gives some commentary on the budget process for each financial year.
Annual Accounts
The purpose of these Accounts is to assist in demonstrating the Council's stewardship of the public funds with which it is entrusted. The report foreword provides a brief summary of the financial position of the Council at the end of the financial year with a more detailed analysis on the pages that follow.
Budgetary Control Statement
As part of the monitoring procedures to keep the Executive informed of the financial situation of the Council, budgetary control reports are presented on a regular basis. This is the first report for 2011/12 bringing together all Services and items of a corporate nature for the Council at the end of September 2011.
Efficiency Statements
The Scottish Executive document Building a Better Scotland, published in November 2004 refers to five efficiency workstreams: procurement, workforce planning, asset management, shared services and streamlining bureaucracy. As part of the 2007 Spending Review the Scottish Government required the public sector to meet in-year efficiency targets of 2%, 4% and 6% for each of the three years of the Spending Review 2008/09, 2009/10 and 2010/11.
Copies of these Efficiency Statements can be found below. North Ayrshire Council identified saving proposals totalling £6.554m for financial year 2008/09. The Efficiency Statement for 2009/10 will be available here in the late autumn of 2010.
Annual External Audit Reports to Elected Members
The Audit Services Group of Audit Scotland carry out an audit of all Local Authorities annually. They look at the key strategic and financial risks being faced by the council and audited the financial statements and looked at aspects of performance management and governance.
These report set out the main findings, summarising key outcomes from the audit and the outlook for the period ahead.
Following the Public Pound
North Ayrshire Council supports many organisations large and small to provide important services and undertake voluntary work within our community. These organisations receive financial assistance as well as assistance in kind. The Council has a Code of Conduct that sets out the way in which such assistance should be given. The Code aims to ensure that public money is spent properly and achieves value for money. The procedures set out in the code deal with the following aspects:-
