Like each of the other 31 Scottish council areas, North Ayrshire has its unique history, characteristics and challenges. Our overall aim is to ensure a better life – across all its aspects – for the people of North Ayrshire. We have a set of interrelated plans and policies to describe what we need to do to ensure a better life and how we aim to achieve this.
 

Single Outcome Agreement 2009-12|

The Council and the other main public bodies in the area work together formally as the North Ayrshire Community Planning Partnership (CPP). The Single Outcome Agreement is a form of contract between the CPP and the Scottish Government to achieve a set of outcomes that will provide a better life for the people of North Ayrshire.

The Council Business Plan aims to reflect how the Council's internal activities connect and relate to each other to support the achievement of the outcomes in the Single Outcome Agreement. The Business Plan looks inwards to show how we will manage our resources efficiently and effectively in order to deliver these outcomes.
 

Strategic Service Statements 2009-12

Each service area within the Council prepares a rolling 3-year service plan on an annual basis. Service Plans show how each service will contribute to the outcomes in the Single Outcome Agreement and support the Council Business Plan. Strategic Service Statements sit at the front of service plans and summarise the challenges and priorities for each of the service areas.

We publish a summary of our budget each year to show where our money comes from and how we propose to spend it, in line with the priorities in the Single Outcome Agreement, Council Business Plan and Strategic Service Statements.

Local Development Plans| 
Development Plans deal with proposed land use and are key to the Council's regeneration objectives. These currently are:

  • Ayrshire Joint Structure Plan (approved 2007)
  • North Ayrshire Local Plan (excluding Isle of Arran) (Adopted 2005)
  • The Isle of Arran Local Plan (Adopted 2005)

 

In one of the biggest changes to the Planning System in over 60 years, Councils now have to produce a Local Development Plan (LDP). This new plan will replace all existing development plans.

  
Single Equality Scheme|

The Single Equality Scheme and Action Plan 2008/11 describes the Council's arrangements for promoting equality under the public sector equality duties and brings together its Race, Disability and Gender Equality Schemes. It details the Council's commitment to tackling discrimination and reducing disadvantage in policy-making,employment and service delivery.

Climate Change Declaration|    (PDF, 27kb)

The Scottish Government has drawn up "Scotland's Climate Change Declaration", which all 32 local authorities in Scotland have signed up to. The Declaration acknowledges that local authorities accept that climate change is occurring and commits local authorities to take action to both mitigate and adapt to climate change. 

The Scottish Government has also introduced a Climate Change Bill which includes a statutory target to reduce Scotland's greenhouse gas emissions by 80% by 2050. 

We have already made considerable progress in meeting the commitments in Scotland's Climate Change Declaration mainly by producing and implementing a Carbon Management Plan to reduce the Council's carbon emissions.

North Ayrshire Council supports many organisations large and small to provide important services and undertake voluntary work within our community. These organisations receive financial assistance as well as assistance in kind and this Code sets out the way in which such assistance should be given. The Code aims to ensure that public money is spent properly and achieves value for money. The procedures set out in the code deal with the following aspects:-

  • Applications for financial assistance
  • Conditions of grant
  • Monitoring arrangements following award of grant
  • Assistance in kind
  • Elected Member involvement with external organisations


  • What is Council Tax spent on?
  • Council tax is a local tax which helps pay for the services which the Council provides, e.g. education, social services, roads, street cleaning and lighting and refuse collection. It also provides some funding for the Police and Fire Brigade.
  • How can I find out about how effective the Council is?
  • The Council doesn't just keep performance information to itself. It publishes it in a range of ways including Annual Reports and Accounts and Performance Indicators supplement.
