Intensive Support and Monitoring

Intensive Support and Monitoring Services (ISMS) is aimed at young people who after assessment, are thought to be in high need and high risk. They must also meet the criteria for secure accommodation. This means they have previously absconded, or are likely to abscond and, if they do, it is likely that their physical, mental or moral welfare will be at risk, or it is likely they may injure themselves or some other person unless kept in secure accommodation.

 

Guidance produced by the Scottish Government (Best Practice January 2008) suggests that this measure strengthens the role of the Children's Hearings system by providing an alternative for supporting the most troubled and troublesome children and young people, while keeping them in the community.

 

A movement restriction condition can be made for any child or young person in the Children's Hearing System. There is no lower age limit for a movement restriction condition set in the regulations. However, it is assumed that a child or young person aged under 12 years will not be made subject to a movement restriction condition, given consent and capacity implications.

 

A "movement restriction condition":

  • restricts the child's movements in such way set out in the supervision requirement; and
  • requires the child to comply with the arrangements for monitoring compliance

 

It is monitored by an electronic tag for a set period of time and the young person is provided with a package of intensive support.

 

We must provide/commission a 24 hour 7 day crisis response service as well as :

  • immediate advice/assistance
  • follow up counselling, face to face involvement to address crisis, immediately available
  • access to respite services
  • appropriate response to the monitoring contractor in event of non-compliance, out-with working hours.
