1. Housing Revenue Account and Rent Levels for 2004/05

Submitted report by the Assistant Chief Executive (Finance) seeking approval of the Housing Revenue Account budget and the rent levels for 2004/05.

The Committee agreed to recommend that the Council approve (a) the Housing Revenue Account budget for 2004/05; (b) the rent increase of £1.83 per week; and (c) garage and lock-up site increases of £ 3.86 and £7.72 per annum.

2. Revenue Estimates and Council Tax Levels 2004/05 and beyond

Submitted report by the Assistant Chief Executive (Finance) on revenue estimates and Council Tax levels for 2004/05 and beyond.

The proposed spending requirements identified in the report address the directives from the Scottish Executive and satisfy the Council's budget and service provision strategy.

The Committee agreed to recommend that the Council approve (a) the expenditure needs for 2004/2005 as set out in the report; (b) the undernoted Council Tax bandings required to finance this expenditure;

Submitted report by the Assistant Chief Executive (Finance) on the revised Capital Programme for 2004/05 and the commitments beyond 2004/05.

The Committee agreed to recommend that the Council approve (a) the revised programme for 2004/05; and (b) the commitments beyond 2004/05.

4. Treasury Management Strategy 2004/05 & Prudential Code: Indicators

Submitted report by the Assistant Chief Executive (Finance) on the Treasury Management Strategy for 2004/05 and the Prudential Indicators as required by the Prudential Code for Capital Finance in Local Authorities.

The Committee agreed to approve (a) the Treasury Management Strategy for 2004/05; and (b) the prudential indicators and limits contained within the report.
