1. Minutes Confirmed


If so resolved, confirm the Minutes of the Meeting of the Council held on 28 June 2001 and the Special Meeting held on 30 August 2001 (copies enclosed).
2. Questions

If any, notice of which has been given in terms of Standing Order No. 12.
3. Motions

In terms of Standing Order No 14, submit motion by Councillor Hill and seconded by Councillor McLardy, in the following terms:-

"North Ayrshire Council recognises that in light of the Mackintosh, Kerley and McNish Reports, the current system of Special Responsibility Allowances is outdated and can no longer be justified.

North Ayrshire Council further recognises that the Chairs of the four main Service Committees as well as the Leader, Depute Leader, Convener and Vice Convener of the Council hold posts that are onerous, time consuming and carry much responsibility and recognises that the holders of these posts should be entitled to increased levels of remuneration.

North Ayrshire Council accepts that in principle all of its Elected Members should be treated equally in every respect, irrespective of political party.


North Ayrshire Council instructs the Chief Executive to prepare a Report on Special Responsibility Allowances having regard to the findings of Mackintosh, Kerley and McNish and with a view to ensuring that, with the exception of the holders of the posts outlined in paragraph two above, all Elected Members of the authority are treated equally. The said Report to be completed and submitted to the next meeting of the Full Council."
